Step 1. Cover the mannequin head in aluminum foil. Mix glue and water together in a ratio of 3 parts glue and 1 part water. Mix thoroughly. Dip a strip of newsprint in the glue mixture, wiping excess glue off the paper.
Step 2. Continue adding glue strips to the mannequin head, covering everything except the bottom. Add a few layers and let the head dry.
Step 3. Starting at the back, gently cut the head apart just enough to peel it off the mannequin.
Step 4. Cut a piece of ribbon to use for hanging the piñata. Make it long enough to loop in half, and tie the loose ends in a large knot.
Step 5. Place the knot in the cut slit at the top of the head.
Step 6. Tape the entire head back together with masking tape, making sure that the ribbon is secure enough to support the piñata.
Step 7. Trace the bottom of the head on a paper plate.
Step 8. Cut slits around the edges of the plate to the traced line.
Step 9. Pour candy in the piñata. Fold up the edges of the plate around the bottom of the piñata and tape with masking tape.
Step 11. Use the end of the scissors to cut a hole in the top of the wig.
Step 12. Slide the ribbon through hole in the wig. Use double-sided tape to secure a red tie to the piñata. You can use white foam to make a collar. Your Donald Trump Piñata is complete!
